Some topic areas include the extent of health care fraud, typical health care fraud schemes, compliance oversight of health care fraud in North Carolina, current trends in health care fraud, summaries of several actual NC health fraud cases and projections for future trends in health care fraud. David Picard, CFE, CFCI is an Investigation Manager with the North Carolina Department of Health and Human Services (DHHS), NC Medicaid, Office of Compliance and Program Integrity (OCPI). Prior to joining OCPI David was employed with DHHS Public Health Division as a Risk Mitigation Supervisor. David’s previous employment experiences include twenty-two years as a Special Agent with the Federal Bureau of Investigation serving with FBI Field Offices in Houston, New Orleans, Sacramento, Raleigh, NC and FBI HQ in Washington DC. Other positions include Enforcement Director with the North Carolina Commissioner of Banks and Corporate Financial Crimes Investigator with The Kroger Corporation. David is a Certified Fraud Examiner, Certified Financial Crimes Investigator and licensed in NC as a Private Investigator. David graduated with a BA from Boston College and an MBA from Virginia Tech.
